For some children, misbehavior is the default state! Fussiness is common in very young children and developmentally delayed children. It helps to distract these children, and remove them temporarily if they are being a nuisance during instruction. If it seems to be out of place for the child, or unusual for your age group, consider discussing with the parent any potential developmental delays or other issues that might be underlying this behavior.
